Who is helping SCVWD and who is paying for them?

The Santa Clara Water District used them in the 2000 Parcel Tax marketing effort,  Which while "legal" was considered misleading by the Santa Clara Grand Jury, excerpts from the report:





The TBWB Strategies website says they have been working with Santa Clara Water District for an extended period. It appears Erica Walters, partner started support for SCVWD and more recently a team of Neetu Balram, Account Executive and Jared Boigon, Partner.

Further Jared Boigon presented to the SCVWD Board information on, "Safe, Clean Water and Natural Flood Protection Program" aka Measure B Parcel tax. The minutes indicated that his affiliation was TBWB Strategies. A "board agenda memo" was available, but wasn't online. Oops! Mr. Beau Goldie is this an example of the transparency you indicated in your NBC interview?

2.1 Safe, Clean Water and Natural Flood Protection Program Update and Related
Stakeholder Engagement. (R. Callender)

Recommendation:

A. Receive presentation regarding development of Safe, Clean Water and Natural Flood Protection Program; and Provide comments relative to the development of the Safe, Clean Water and Natural Flood Protection Program.

B. Mr. Rick Callender, Government Relations Unit, and Mr. Luis Jaimes, Senior Project Manager, Mr. David Metz, FM3, and Mr. Jared Boigon, TBWB Strategies, reviewed the information on this item, per the attached Board agenda memo.


The title deserves an award for packing the most "knee jerk" vote getters in a single title, Safe, Clean and Natural, TBWB has apparently out did their prior efforts, in 2000 to convince and mislead voters! 


You'll also notice that this results in some specific questions:

  • What did SCVWD pay to TBWB for their services?
  • What other services were purchased using "our" money to control our opinion? There were extensive polling, mailing and group meetings how much did these cost us.
  • Was money donated to a third party group to fund some of the efforts and brochures, if so from what sources and how much?
  • During what periods (years) has TBWB provide services, to SCVWD? From the references it appears from 1998 till at least 2012-this year.
  • It's not obvious on the SCVWD annual reports where the funding, for TBWB and other marketing analysisgroups, is coming from?
